Dublin Traffic cameras like looking at windows instead of roads?

Ehh, hello Dublin Traffic people. Why was the camera on Leeson Street/Grand Canal pointed at a window so often this Saturday and Sunday?
Shot 1 is where the camera should be pointed - at a road. Shots 2 and 3 were at various times on Saturday evening. Shot 4 on Sunday morning.
This was first pointed out on boards.ie. Although it’s quite possible the camera could have been moving at the time and just happened to catch the window, it seems unlikely the same window would be caught every time.
Apart from anything else, cameras can swivel and tilt in all directions and it should be possible to move the camera angle keeping it pointed at road level.
So, why does it look like someone is spying in that window?

Perhaps the operator was spurned by a lover living in the flat pictured. Any more dramatic musings?

hmm. maybe it’s actually his or her flat and he/she thinks his/her partner is having an affair and instead of hiring a P.I. he/she is using the perks of the job to find out if the partner is doing the dirt?
